What is an e-invoicing mandate?
A government rule that requires businesses to issue and receive invoices as structured electronic documents through approved platforms, usually so the tax authority sees them.
How does it work?
A mandate names a format, a network or a list of approved platforms, and a date. From that date an invoice that does not travel the approved route is not a valid invoice for tax. France’s regime went live on 1 September 2026 with a receive obligation for all businesses. The UK plans a mandate from 2029 built on the Peppol network. Poland, Belgium, Germany and the UAE each have their own timetable.
Why does it matter for agents?
A structured invoice is a document a machine can read without guessing. The invoice-as-agent essay argues the invoice itself can carry its rules and act on them. Mandates make the structured invoice the default, which is the ground an invoice agent needs.
What does a buyer need to check?
Whether the vendor is an approved platform in each country that matters, or routes through one. The AR Automation Market 2026 study lists which AR vendors appear on the French register and which do not.
